The Committee
Along with SC representatives
The committee handles the finances and daily operations of the organization, which it reports to the Lower Elder Mystic.  Either the Elder Mystic presents an item to the council for configuration or the SC votes on proposals that are then ratified by the EM and presented to the committee to fit into the plan for the following year or planed time frame.  For each of the operations bills that are passed by the committee it goes to both the SC and EM simultaneously for review.  If denied by the EM but passed by the SC it goes back on the docket to the EM with the review notes from the SC for reconsideration.
